This BLIGHT designation was NOT neccessary to form a CRA for development of the future Downtown Millcreek Area.
By designating the area BLIGHTED, Millcreek City wanted to take PRIVATE Property at well below market value and resell it to Private Developers and make a profit.
Those opposing this development had been denied DUE PROCESS OF LAW by those in power in Millcreek. From non-notification/late notification of important meetings to relying on laws that state "verbal promises have no weight as Millcreek City has a 'if it's not written it means nothing' law".
Additionally many of the Properties were "Blighted" because of lack of curb and gutter, 60% of Millcreek Township is lacking curb and gutter!
